PUBLIC NOTICE
PROPOSED REGULATION AMENDMENTS
Please be advised that the Division of Marine Fisheries has publicly noticed the following regulation(s) to consider proposed amendments:
- Part 2 – Commercial Marine Fishing Licenses and Landing Permits (250-RICR-90-00-2)
- Summary of Rulemaking Action: Proposed amendment to the Restricted Finfish Endorsement (section 2.7.1(C)(1))
- Summary of Rulemaking Action: Proposed amendment to the Restricted Finfish Endorsement (section 2.7.1(C)(1))
• Option 1 – Status Quo (1:1 ratio)
• Option 2 – Further restrict availability (i.e., no new entrants) of Restricted Finfish Endorsement (1:0 ratio)
• Option 3 – Liberalize availability of Restricted Finfish Endorsement (1:2 ratio – for every one (1) license not renewed, make available two (2) new endorsements)
- Part 6 – General Equipment Provisions (250-RICR-90-00-6)
- Summary of Rulemaking Action: Proposed amendments to section 6.13 – Floating Fish Traps to:

• Establish and/or clarify issuance of available fish trap permits; establish priority criteria for the issuance of permits when there are more eligible applicants than permits available for issuance
• Other non-substantive changes to re-organize section for improved administration and clarity

A public hearing is scheduled for September 13, 2021, Corless Auditorium, 6:00PM. Please be advised that all attendees will be required to wear a mask per the Governor’s order.
In lieu of attending in person, the hearing will also be available online via Zoom at https://us02web.zoom.us/j/87428274686; meeting ID 874 2827 4686. Persons wishing to provide comments via Zoom will use the “Raise hand” feature to alert Division staff, and will be unmuted temporarily to make their comment. The Zoom “Chat” feature will not be available to make comments.

Comments may be submitted in writing and are strongly encouraged. Division staff are available to answer any questions. The public comment period ends on September 24, 2021, 4:00PM. The RI Marine Fisheries Council is scheduled to meet on October 4 to provide their recommendations on the proposed rules to the Director.
